France’s ex-US Ambassador Gérard Araud criticized Washington for frequently violating international law and said its so-called “rules-based order” is an unfair “Western order” based on “hegemony.” He condemned the new cold war on China, instead calling for mutual compromises.
France’s former ambassador to the United States, Gérard Araud, has publicly criticized Washington, saying it frequently violates international law and that its so-called “rules-based order” is actually an unfair “Western order.”
The top French diplomat warned that the United States is engaged in “economic warfare” against China and that Europe is concerned about Washington’s “containment policy,” because many European countries do not want to be forced to “choose a camp” in a new cold war.
Araud condemned US diplomats for insisting that Washington must always be the “leader” of the world, and stressed that the West should work with other countries in the Global South, “on an equal basis,” in order “to find a compromise with our own interests.”
He cautioned against making “maximalist” demands, “of simply trying to keep the Western hegemony.”
Araud made these remarks in a November 14 panel discussion titled “Is America Ready for a Multipolar World?“, hosted by the Quincy Institute for Responsible Statecraft, a think tank in Washington, DC that advocates for a more restrained, less bellicose foreign policy.
Gérard Araud’s credentials could hardly be any more elite. A retired senior French diplomat, he served as the country’s ambassador to the United States from 2014 to 2019. From 2009 to 2014, he was Paris’ representative to the United Nations.
Before that, Araud served as France’s ambassador to Israel, and he previously worked with NATO.
He was also appointed as a “senior distinguished fellow” at the Atlantic Council, NATO’s notoriously belligerent think tank in Washington.
This blue-blooded background makes Araud’s frank comments even more important, as they reflect the feelings of a segment of the French ruling class and European political class, which is uncomfortable with Washington’s unipolar domination and wants power to be more decentralized in the world.
The ‘rules-based order’ is actually just a ‘Western order’
In a shockingly blunt moment in the panel discussion, Gérard Araud explained that the so-called “rules-based order” is actually just a “Western order,” and that the United States and Europe unfairly dominate international organizations like the United Nations, World Bank, and International Monetary Fund (IMF):
To be frank, I’ve always been extremely skeptical about this idea of a ‘rules-based order.’
Personally, for instance, look, I was the permanent representative to the United Nations. We love the United Nations, but the Americans not too much, you know.
And actually when you look at the hierarchy of the United Nations, everybody there is ours. The Secretary General [António Guterres] is Portuguese. He was South Korean [Ban Ki-moon]. But when you look at all the under secretaries general, all of them really are either American, French, British, and so on. When you look at the World Bank, when you look at the IMF, and so on.
So that’s the first element: this order is our order.
And the second element is also that, actually, this order is reflecting the balance of power in 1945. You know, you look at the permanent members of the Security Council.
Butting Heads with China and Russia: American Diplomats Are Outclassed
Really people forget that, if China and Russia are obliged to oppose [with] their veto, it is because frankly the Security Council is most of the time, 95% of the time, has a Western-oriented majority.
So this order frankly – and you can also be sarcastic, because, when the Americans basically want to do whatever they want, including when it’s against international law, as they define it, they do it.
And that’s the vision that the rest of the world has of this order.
You know really, when I was in – the United Nations is a fascinating spot because you have ambassadors of all the countries, and you can have conversations with them, and the vision they project of the world, their vision of the world, is certainly not a ‘rules-based order’; it’s a Western order.
And they accuse us of double standards, hypocrisy, and so on and so on.
So I’m not sure that this question about the ‘rules’ is really the critical question.
I think the first assessment that we should do will be maybe, as we say in French, to put ourselves in the shoes of the other side, to try to understand how they see the world.
Araud argued that if the international community is serious about creating a “rules-based order,” it must entail “integrating all the major stakeholders into the managing of the world, you know really bringing the Chinese, the Indians, and really other countries, and trying to build with them, on an equal basis, the world of tomorrow.”
“That’s the only way,” he added. “We should really ask the Indians, ask the Chinese, the Brazilians, and other countries, really to work with us on an equal basis. And that’s something – it’s not only the Americans, also the Westerners, you know, really trying to get out of our moral high ground, and to understand that they have their own interests, that on some issues we should work together, on other issues we shouldn’t work together.”
“Let’s not try to rebuild the Fortress West,” he implored. “It shouldn’t be the future of our foreign policy.”
French diplomat criticizes US new cold war on China
Gérard Araud revealed that, in Europe, there is “concern” that the United States has a “containment policy” against China.
“I think the international relationship will be largely dominated by the rivalry between China and the United States. And foreign policy I think in the coming years will be to find the modus vivendi … between the two powers,” he said.
He warned that Washington is engaged in “economic warfare” against Beijing, that the US is trying “basically to cut any relationship with China in the field of advanced chips, which is sending a message of, ‘We are going to try to prevent you from becoming an advanced economy.’ It’s really, it’s economic warfare.”
“Really on the American side is the development of economic warfare against China. It’s really cutting, making impossible cooperation in a very important, critical field, for the future of the Chinese economy,” he added.
Araud pointed out that China is not just “emerging”; it is in fact “re-emerging” to a prominent geopolitical position, like it had for hundreds of years, before the rise of European colonialism.
He stressed that many countries in Asia don’t want to be forced to pick a side in this new cold war, and are afraid of becoming a zone of proxy conflicts like Europe was in the first cold war:
Asia doesn’t want to be the Europe of the Cold War. They don’t want to have a bamboo curtain. They don’t want to choose their camp.
Australia has chosen its camp, but it’s a particular case. But Indonesia, Thailand, the Philippines, they don’t want to choose their camp, and we shouldn’t demand they choose their camp.
So we need to have a flexible policy of talking to the Chinese, because talking is also a way of reassuring them, trying to understand their interests, and also to define our interests not in a maximalist way, of simply trying to keep the Western hegemony.
Araud challenged the idea that the United States must be the unipolar “leader” of the world, stating:
The Americans entered the world, in a sense, being already the big boy on the block. In 1945, it was 40% of the world’s GDP.
Which also may explain what is American diplomacy. The word of American diplomats, the word of American diplomacy is ‘leadership.’
Really, it’s always striking for foreigners, as soon as there is a debate about American foreign policy, immediately people say, ‘We have to restore our leadership.’ Leadership. And other countries may say, ‘Why leadership?’
West must ‘try to see the world from Beijing’
Gérard Araud similarly criticized Western media outlets for their cartoonishly negative coverage of China. The top French diplomat called on officials to “try to see the world from Beijing”:
When you look at the European or Western newspapers, you have the impression that China is a sort of a dark monster which is moving forward, never committing a mistake, never really facing any problem, and going to the domination of the world – you know, the Chinese work 20 hours a day, they don’t want a vacation, they don’t care, they want to dominate the world.
Maybe if we will try to see the world from Beijing, really we will consider certainly that all the borders of China are more or less unstable, or threatened, or facing unfriendly countries, and that’s from the Chinese point of view.
Maybe they want to improve their situation. It doesn’t mean that we have to accept it, but maybe to see, to remember, that any defensive measure of one side is always seen as offensive by the other side.
So let’s understand that China has its own interests. You know, even dictatorships have legitimate interests. And so let’s look at these interests, and let’s try to find a compromise with our own interests.
Araud went on to point out that the US government is constantly militarily threatening China, sending warships across the planet to its coasts, but would never for a second tolerate Beijing doing the same to it:
When I was in Washington, just after the [hawkish anti-China] speech of Vice President Pence to the Hudson [Institute] in October 2018, I met a lot of specialists on China in Washington, DC, but when I was trying to tell them, you know, your [US] ships are patrolling at 200 miles from the Chinese coast, at 5000 miles from the American coast, what would be your reaction if Chinese ships were patrolling at 200 miles from your coast?
And obviously, my interlocutors didn’t understand what I meant. And that’s the question, you know, really trying to figure out what are the reasonable interests of the other side.
Araud stressed that China “is not a military threat” to the West.
French diplomat: Western sanctions on Russia are causing us to ‘inflict pain on ourselves
With this new cold war between the United States and China, Gérard Araud explained, “in this context, Russia is a bit like Austria-Hungary with Germany before the First World War, is a bit doomed to be the ‘brilliant second’ of China.”
While Araud harshly denounced Russia’s February 2022 invasion of Ukraine, he also criticized the Western sanctions on Moscow, which he cautioned, “on the European side, it is inflicting to ourselves some pain.”
He warned that Europe is in a “dead end” with Russia, “because as long as the war in Ukraine will go on, and my bet, unfortunately, is that it may go on for a long time, it will be impossible for the Europeans, and the Americans in a sense, but also for the Europeans to end the sanctions on Russia, which means that our relationship with Russia may be frozen for an indefinite future.”
“And I think it’s very difficult to have diplomatic activity [with Russia] in this situation,” he added.

Mali declared a ban this week on the activities of non-governmental organizations within the country that receive funding from France. The move came in the wake of France’s decision to withdraw development aid to the country as its final troops pull out of the Sahel region, marking the end of the eight-year Operation Barkhane.
What started as a counterterrorism operation in Mali had until recently begun to take the shape of a showcase for French President Emmanuel Macron’s vision of an integrated European defense. Now that dream seems to be falling apart due to an overstayed welcome and less-than-stellar performance. Whose fault is that? Russia’s, according to Macron.
The fact that there were three coups in Mali in the space of a decade is pretty much all one needs to know about the “success” of France’s ongoing security and stability operation. Play around with a revolving door long enough and you’ll get smacked right in the face. This is exactly what happened when France was ultimately kicked out earlier this year by the most recent interim government.
France ends anti-jihadist Africa operation
Macron then said that the French troop drawdown would happen gradually, as though he was still calling the shots on a former French colony. The message from Mali was clear: You’ll get out now. So then Macron said that French troops would just redeploy elsewhere to the Sahel region. But on November 7, he announced that the Sahel mission was ending as well, despite French troops still remaining in Chad and Niger. Nonetheless, Macron said that within six months there would be a new French military strategy for Africa. No doubt geared primarily towards finding a way to stick around as an eventual pretext for getting Western hands on the African natural resources that Europe desperately needs. Because that’s what it has always been about. Just consider the darkly hilarious spectacle of Patrick Pouyanné, the CEO of France’s multinational, Total Energies, asking the EU to send him military assistance in Mozambique a couple of years ago, citing the growing presence of Daesh (ISIS). Which is an indication that once Western industry has successfully planted its feet inside a country and secured its resources, fighting terrorism doesn’t really matter so much anymore.
African political experts here in Paris have been saying for the past few years that the French operation in the Sahel had worn out its welcome and that its anti-jihadism effectiveness was highly doubtful, if not disastrous. You’d think that would have led to some soul-searching on Paris’ part, particularly when anti-French sentiment is multiplying on the continent, with protests in Burkina Faso also sparking debate over troop presence there.
But, before any introspection even had a chance, Macron found a scapegoat for Paris and Europe’s African failures: Russia.
“A number of powers, who want to spread their influence in Africa, are doing this to hurt France, hurt its language, sow doubts, but above all pursue certain interests,” Macron said this week at a Francophone conference in Tunisia, citing a “predatory project” by Russia to push “disinformation.” Macron still seems sore about the fact that, when the Malian government kicked French troops out, they opted instead for more security cooperation with Russia, with the latest of such agreements signed just this week during Mali Interior Minister Daoud Aly Mohammedine’s visit to the Kremlin.
There’s no way that Macron is naive enough to think that global competition doesn’t exist. Nor is he oblivious to the fact that countries are constantly selling themselves as partners to other nations. That’s what a nation’s entire diplomatic corps is for. They’re glorified sales and PR people. And, if amid France’s security cooperation in Mali, jihadists are running rampant and coups d’état are happening, then why shouldn’t that country exercise its sovereign right to choose a different security provider? Rather than assume responsibility, it’s easier for Macron to blame Russia for France’s failures and it fits with the current dominant Western narrative.
Two years ago, Facebook said it had put its finger on what it claimed to be duelling online influence efforts in the Central African Republic by “individuals associated with the French military” squaring off against others they linked to Russia. The incident underscores that Paris is neck-deep in efforts to save its footprint in Africa using all of the tools at its disposal, including influence operations in which Macron publicly pretends France and its allies would never engage.
Mali apparently begs to differ. Of all the possible efforts by various countries attempting to compete for partnerships in Africa, Mali has just singled out France by banning its ability to use in-country NGOs as proxies in support of Paris’ agenda. So, despite Macron’s accusations that Russia is gaining a foothold in Africa through “disinformation,” it’s France’s own influence operations that African countries like Mali are actually denouncing.

If anybody deserves credit on the fibrous clots story, it’s Dr. Jane Ruby. I wrote a story yesterday about all this, but pulled it within a few hours because the story was being misappropriated by vax pushers to try to discredit the Died Suddenly film, which wasn’t my intention.
Today, I invite everyone becoming aware of all this to simply give Dr. Jane Ruby the credit she deserves for the work she did that brought this issue to light. And we must credit Richard Hirschman for stepping forward and making the clot samples available in the first place, too.
In fact, every person sounding the alarm on this deserves credit, including Steve Kirsch, Dr. Robert Malone, Dr. Peter McCullough and many others. All the filmmakers, podcasters, news writers, physicians and nurses who stood up and dared to tell the truth about all this deserve recognition. My only hope is that history tells the story accurately, recognizing all those who did outstanding work in this area yet whose names are not loudly featured anywhere.
So my hat’s off to everyone sharing the truth about mRNA dangers, the vaccine clots and the “suddenly died” phenomenon. InfoWars has been bold in this since the very beginning, by the way, and NaturalNews.com has been consistent, too, in warning about the dangers of the vaccine shots (even before they were launched). Somebody needs to give Alex Jones credit in all this, for he was right yet again, and his guests like David Icke were right as well.
The shocking truth in all this is that every person still taking these jabs has had ample opportunity to find out the truth and reject the kill shots. So if they continue to participate in this vaccine-assisted suicide, that’s on them at this point.
The rest of us have done everything we can to sound the alarm. Some listen, and some don’t. The ones who listen will likely still be alive when this all plays out. Those who refuse to listen — and who obediently do what they’re told by the globalist mass murderers pushing the jabs — will systematically remove themselves from the human gene pool.

The mainstream media is finally noticing that the information is going to be impossible to hide. The Washington Post is now admitting that the majority of Americans who have died of COVID have received at least their primary series (meaning two shots).
Their article was even titled: Covid is no longer mainly a pandemic of the unvaccinated. Here’s why.
For the first time, a majority of Americans dying from the coronavirus received at least the primary series of the vaccine.
Fifty-eight percent of coronavirus deaths in August were people who were vaccinated or boosted, according to an analysis conducted for The Health 202 by Cynthia Cox, vice president at the Kaiser Family Foundation. –The Washington Post
Although the data is probably skewed and the numbers are much higher than that for the unfortunate “vaccinated” folks out there. The data coming out of the United Kingdom is much worse:

The Washington Post admitted that the efficacy percentages were based on “hope” not “data.” So the public was being coerced into getting a shot based on “hope?” The promise of safety was also based on hope. Anyone with a few brain cells to rub together could tell that there were a lot of nefarious actions, data manipulation (or outright lying) in order to convince people to get these injections.
The FDA’s promises of efficacy – 91% for the Pfizer vaccine and 93% for the Moderna vaccine – were always based on hope, not data. So too were the promises of safety. At the time of the official approvals, both Pfizer and Moderna hadn’t submitted any type of long-term numbers on effectiveness. Their trials were polluted with the unblinding of participants and their safety studies are “ongoing.” –The Washington Post
Even after admitting that we’ve been lied to and sold “hope”, the ruling class insists we trust them and still get more shots.
Anthony Fauci, the nation’s preeminent infectious-disease expert head medical tyrant, used his last White House briefing yesterday ahead of his December retirement to urge Americans to get the recently authorized omicron-specific boosters. “The final message I give you from this podium is that please, for your own safety, for that of your family, get your updated covid-19 shot as soon as you’re eligible,” he said.
The rulers claim that the “vaccines” lose their effectiveness over time and that you should continue to get injected upon the command of your master.
Vaccines lose potency against the virus over time and variants arise that are better able to resist the vaccines, so continued boosters are needed to continue to prevent illness and death. –The Washington Post

This is the first report of psychotic symptoms after receiving a COVID-19 vaccine. SAR-CoV- 2 is known to trigger a powerful immune response, which includes the release of large amounts of proinflammatory cytokines. As of January 2021, 42 cases of psychosis associated with COVID-19 infection have been reported. It has been hypothesized that a COVID-19 triggered cytokine storm may increase the risk of psychosis. Coincidentally, schizophrenia has been linked to a pro-inflammatory status (Goldsmith et al., 2016).

The Health Ministry censured a doctor and announced that she will be summoned for a meeting after she appeared to hint that there could be a connection between the murder of Diana Raz, in which her husband Amir Raz is the main suspect, and the coronavirus vaccine, N12 reported Thursday.
“As for the murder… as strange as it sounds, there are psychotic or neurological situations because of the vaccine,” said Dr. Rotem Inbar, an obstetrician from Sheba Medical Center, in a WhatsApp group with 250 members according to N12.

For 8 years, Moscow refused to send its armies even to Donbass east of the Dnieper (historically part of Mother Russia). The reason: not to be bogged down in another partisan war. The rest of Ukraine, meanwhile, was being looted by oligarchs supported by the West and plunged into a financial black hole. The collective West deliberately chose not to finance the black hole. Most of the IMF injections were simply stolen by the oligarchs, and the loot was transferred out of the country. These oligarchic looters were of course “protected” by the usual suspects.

Spare a thought to the Polish farmer snapping pics of a missile wreckage – later indicated to belong to a Ukrainian S-300. So a Polish farmer, his footfalls echoing in our collective memory, may have saved the world from WWIII – unleashed via a tawdry plot concocted by Anglo-American “intelligence”.
Such tawdriness was compounded by a ridiculous cover-up: the Ukrainians were firing on Russian missiles from a direction that they could not possibly be coming from. That is: Poland. And then the U.S. Secretary of Defense, weapons peddler Lloyd “Raytheon” Austin, sentenced Russia to blame anyway because his Kiev vassals were shooting at Russian missiles that should not have been in the air (and they were not).
Call it the Pentagon elevating bald lying into a rather shabby art.
The Anglo-American purpose of this racket was to generate a “world crisis” against Russia. It’s been exposed – this time. That does not mean the usual suspects won’t try it again. Soon.
The main reason is panic. Collective West intel sees how Moscow is finally mobilizing their army – ready to hit the ground next month – while knocking out Ukraine’s electricity infrastructure as a form of Chinese torture.
Those February days of sending only 100,000 troops – and having the DPR and LPR militias plus Wagner commandos and Kadyrov’s Chechens do most of the heavy lifting – are long gone. Overall, Russians and Russophones were facing hordes of Ukrainian military – perhaps as many as 1 million. The “miracle” of it all is that Russians did quite well.
Every military analyst knows the basic rule: an invasion force should number three times the defending force. The Russian Army at the start of the SMO was at a small fraction of that rule. The Russian Armed Forces arguably have a standing army of 1.3 million troops. Surely they could have spared a few tens of thousands more than the initial 100,000. But they did not. It was a political decision.
But now SMO is over: this is CTO (Counter-Terrorist Operation) territory. A sequence of terrorist attacks – targeting the Nord Streams, the Crimea Bridge, and the Black Sea Fleet – finally demonstrated the inevitability of going beyond a mere “military operation”.
And that brings us to Electric War.

Paving the way to a DMZ
The Electric War is being handled essentially as a tactic – leading to the eventual imposition of Russia’s terms in a possible armistice (which neither Anglo-American intel nor vassal NATO wants).
Even if there was an armistice – widely touted for a few weeks now – that would not end the war. Because the deeper, tacit Russian terms – end of NATO expansion and “indivisibility of security” – were fully spelled out to both Washington and Brussels last December, and subsequently dismissed.
As nothing – conceptually – has changed since then, coupled with the Western weaponization of Ukraine reaching a frenzy, the Putin-era Stavka could not but expand the initial SMO mandate, which remains denazification and demilitarization. Yet now the mandate will have to encompass Kiev and Lviv.
And that starts with the current de-electrification campaign – which goes way beyond the east of the Dnieper and along the Black Sea coast towards Odessa.
That brings us to the key issue of reach and depth of Electric War, in terms of setting up what would be a DMZ – complete with no man’s land – west of the Dnieper to protect Russian areas from NATO artillery, HIMARS and missile attacks.
How deep? 100 km? Not enough. Rather 300 km – as Kiev has already requested artillery with that kind of range.
What’s crucial is that way back in July this was already being extensively discussed in Moscow at the highest Stavka levels.
In an extensive July interview, Foreign Minister Sergei Lavrov let the cat – diplomatically – out of the bag:

The implications are clear.
As much as Washington and NATO are even more “desperate to aggravate the situation as much as possible” (and that’s Plan A: there’s no Plan B), geoeconomically the Americans are intensifying the New Great Game: desperation here applies to trying to control energy corridors and setting their price.
Russia remains unfazed – as it continues to invest in Pipelineistan (towards Asia); solidify the multimodal International North-South Transportation Corridor (INTSC), with key partners India and Iran; and is setting the price of energy via OPEC+.
A paradise for oligarchic looters
The Straussians/neo-cons and neoliberal-cons permeating the Anglo-American intel/security apparatus – de facto weaponized viruses – won’t relent. They simply cannot afford to lose yet another NATO war – and on top of it against “existential threat” Russia.
As the news from the Ukraine battlefields promise to be even grimmer under General Winter, solace at least may be found in the cultural sphere. The Green transition racket, seasoned in a toxic mixed salad with the eugenist Silicon Valley ethos, continues to be a side dish offered with the main course: the Davos “Great Narrative”, former Great Reset, which reared its ugly head, once again, at the G20 in Bali.
That translates as everything going swell as far as the Destruction of Europe project is concerned. De-industrialize and be happy; rainbow-dance to every woke tune on the market; and freeze and burn wood while blessing “renewables” in the altar of European values.
A quick flashback to contextualize where we are is always helpful.
Ukraine was part of Russia for nearly four centuries. The very idea of its independence was invented in Austria during WWI for the purpose of undermining the Russian Army – and that certainly happened. The present “independence” was set up so local Trotskyite oligarchs could loot the nation as a Russia-aligned government was about to move against those oligarchs.
The 2014 Kiev coup was essentially set up by Zbig “Grand Chessboard” Brzezinski to draw Russia into a new partisan war – as in Afghanistan – and was followed by orders to the Gulf oil haciendas to crash the oil price. Moscow had to protect Russophones in Crimea and Donbass – and that led to more Western sanctions. All of it was a setup.

It’s always crucial to remember that between 1991 and 1999 the equivalent of the present entire household wealth of Russia was stolen and transferred overseas, mostly to London. Now the same usual suspects are trying to ruin Russia with sanctions, as the “new Hitler” Putin stopped the looting.
The difference is that the plan of using Ukraine as just a pawn in their game is not working.
On the ground, what has been going on so far are mostly skirmishes and a few real battles. But with Moscow massing fresh troops for a winter offensive, the Ukrainian Army may end up completely routed.
Russia didn’t look so bad – considering the effectiveness of its mincing machine artillery strikes against Ukrainian fortified positions, and recently planned retreats or positional warfare, keeping casualties down while smashing Ukrainian withering firepower.
The collective West believes it holds the Ukraine proxy war card. Russia bets on reality, where economic cards are food, energy, resources, resource security and a stable economy.
Meanwhile, as if the energy-suicide EU did not have to face a pyramid of ordeals, they can surely expect to have knocking on their door at least 15 million desperate Ukrainians escaping from villages and cities with zero electrical power.
The railway station in – temporarily occupied – Kherson is a graphic example: people show up constantly to warm up and charge their smartphones. The city has no electricity, no heat, and no water.
Current Russian tactics are the absolute opposite of the military theory of concentrated force developed by Napoleon. That’s why Russia is accumulating serious advantages while “disturbing the dust in a bowl of rose leaves”.
And of course, “we haven’t even started yet.”

Though to the US, the war in Ukraine is “bigger than Ukraine,” it is also “in many ways bigger than Russia.” Although the recently released 2022 National Defense Strategy identifies Russia as the current “acute threat,” it “focuses on the PRC,” or the People’s Republic of China. The Strategy consistently identifies China as the “pacing challenge.” The long-term focus is on, not Russia, but China.

In his March 21 press briefing, State Department spokesman Ned Price told the gathered reporters that “President Zelenskyy has also made it very clear that he is open to a diplomatic solution that does not compromise the core principles at the heart of the Kremlin’s war against Ukraine.” A reporter asked Price, “What are you saying about your support for a negotiated settlement à la Zelenskyy, but on whose principles?” In what still may be the most remarkable statement of the war, Price responded, “this is a war that is in many ways bigger than Russia, it’s bigger than Ukraine.”
Price, who a month earlier had discouraged talks between Russia and Ukraine, rejected Kiev negotiating an end to the war with Ukraine’s interests addressed because US core interests had not been addressed. The war was not about Ukraine’s interests: it was bigger than Ukraine.
A month later, in April, when a settlement seemed to be within reach at the Istanbul talks, the US and UK again pressured Ukraine not to pursue their own goals and sign an agreement that could have ended the war. They again pressured Ukraine to continue to fight in pursuit of the larger goals of the US and its allies. Then British prime minister Boris Johnson scolded Zelensky that Putin “should be pressured, not negotiated with.” He added that, even if Ukraine was ready to sign some agreements with Russia, the West was not.”
Once again, the war was not about Ukraine’s interests: it was bigger than Ukraine.

At every opportunity, Biden and his highest-ranking officials have insisted “that it’s up to Ukraine to decide how and when or if they negotiate with the Russians” and that the US won’t dictate terms: “nothing about Ukraine without Ukraine.” But that has never been true.
The US wouldn’t allow Ukraine to negotiate on their terms when they wanted to. The US stopped Ukraine from negotiating in March and April when they wanted to; they pushed them to negotiate in November when they did not want to.
The war in Ukraine has always been about larger US goals. It has always been about the American ambition to maintain a unipolar world in which they were the sole polar power at the center and top of the world.
Ukraine became the focus of that ambition in 2014 when Russia for the first time stood up to American hegemony. Alexander Lukin, who is Head of the Department of International Relations at the National Research University Higher School of Economics in Moscow and an authority on Russian politics and international relations, says that since the end of the Cold War Russia had been considered a subordinate partner of the West. In all disagreements between Russia and the US up to then, Russia had compromised, and the disagreements were resolved rather quickly.
But when, in 2014, the US set up and supported a coup in Ukraine that was intended to pull Ukraine closer into the NATO and European security sphere Russia responded by annexing Crimea, Russia broke out of its post-Cold War policy of compliance and pushed back against US hegemony. The 2014 “crisis in Ukraine and Russia’s reaction to it have fundamentally changed this consensus,” Lukin says. “Russia refused to play by the rules.”
Events in Ukraine in 2014 marked the end of the unipolar world of American hegemony. Russia drew the line and asserted itself as a new pole in a multipolar world order. That is why the war is “bigger than Ukraine,” in the words of the State Department. It is bigger than Ukraine because, in the eyes of Washington, it is the battle for US hegemony.
That is why US Treasury Secretary Janet Yellen said on November 13 that some of the sanctions on Russia could remain in place even after any eventual peace agreement between Ukraine and Russia. The war has never just been about Ukraine: it is about US foreign policy aspirations that are bigger than Ukraine. Yellen said, “I suppose in the context of some peace agreement, adjustment of sanctions is possible and could be appropriate.” Sanctions could be adjusted when negotiations end the war, but, Yellen added, “We would probably feel, given what’s happened, that probably some sanctions should stay in place.”
That is also why the US announced a new army headquarters in Germany “to carry out what is expected to be a long-term mission” while it simultaneously began pushing Ukraine toward peace talks. The military pressure on Russia and support for Ukraine will survive the war.
It is also why on June 29, the US announced the establishment of a permanent headquarters for US forces in Poland that Biden boasted would be “the first permanent U.S. forces on NATO’s eastern flank.”
It is again why, on November 9, the State Department approved the sale of nearly half a billion dollars worth of High Mobility Artillery Rocket System to Lithuania. They are not to be used by NATO in the Ukraine war. But they will, according to the State Department, “support the foreign policy and national security objectives of the United States by helping to improve the military capability of a NATO Ally that is an important force for ensuring political stability and economic progress within Eastern Europe.” At the same time, the State Department approved the potential sale of guided multiple launch rocket systems to Finland to bolster “the land and air defense capabilities in Europe’s northern flank.”
Presumably, the delivery of upgraded B61-12 air-dropped gravity nuclear bombs to NATO bases in Europe is also not in the service of current US goals in Ukraine.
Though to the US, the war in Ukraine is “bigger than Ukraine,” it is also “in many ways bigger than Russia.” Although the recently released 2022 National Defense Strategy identifies Russia as the current “acute threat,” it “focuses on the PRC,” or the People’s Republic of China. The Strategy consistently identifies China as the “pacing challenge.” The long-term focus is on, not Russia, but China.
The National Defense Strategy clearly states that “The most comprehensive and serious challenge to U.S. national security is the PRC’s coercive and increasingly aggressive endeavor to refashion the Indo-Pacific region and the international system to suit its interests and authoritarian preferences.”
If Ukraine is about Russia, Russia is about China. The “Russia Problem” has always been that it is impossible to confront China if China has Russia: it is not desirable to fight both superpowers at once. So, if the long-term goal is to prevent a challenge to the US-led unipolar world from China, Russia first needs to be weakened.
Chinese Foreign Minister Wang Yi recently said that “China will firmly support the Russian side, with the leadership of President Putin . . . to further reinforce the status of Russia as a major power.”
According to Lyle Goldstein, a visiting professor at Brown University and author of Meeting China Halfway: How to Defuse the Emerging US-China Rivalry, an analysis of the war in Ukraine published in a Chinese academic journal concludes that “In order to maintain its hegemonic position, the US supports Ukraine to wage hybrid warfare against Russia…The purpose is to hit Russia, contain Europe, kidnap ‘allies,’ and threaten China.”
The war in Ukraine has never been just about Ukraine. It has always been “bigger than Ukraine” and about US principles that are bigger than Ukraine and “in many ways bigger than Russia.” Ukraine is where Russia drew the line on the US-led unipolar world and where the US chose to fight the battle for hegemony. That battle is acutely about Russia but, in the long-term, it is about China, “the most comprehensive and serious challenge” to US hegemony.
